Andhra Pradesh PM SHRI Schools: MEO-II Appointed as Nodal Officer for Monitoring

The Government of Andhra Pradesh, through the Samagra Shiksha Department, has released fresh guidelines for the effective implementation of the PM SHRI (PM Schools for Rising India) scheme. As per the latest instructions, the Mandal Educational Officer-II (MEO-II) has been designated as the Nodal Officer at the Mandal level to oversee school development activities and infrastructure progress.

Role and Responsibilities of MEO-II

Following the Project Approval Board (PAB) meeting held on 4 July 2024, the MEO-II has been entrusted with key monitoring responsibilities to ensure the successful execution of the National Education Policy (NEP) 2020 in PM SHRI schools.

Major Responsibilities:

  • Weekly School Visits: MEO-II must inspect PM SHRI schools at least once every week to review infrastructure development and work quality.
  • Facility Saturation: Ensure that all prescribed facilities and interventions are fully functional in every PM SHRI school, from Primary to Senior Secondary level.

21-Point Infrastructure and Facility Checklist

The State Project Director has directed all concerned officials to ensure the completion of the following 21 essential interventions in PM SHRI schools.

Basic Infrastructure & Hygiene

  1. Provision of clean drinking water.
  2. Fully functional handwashing units and toilets.
  3. Girls’ Toilets with sanitary pad vending machines and incinerators.
  4. Adequate classroom furniture.

Laboratories & Digital Learning

  1. Integrated Science Laboratory (Physics, Chemistry, Biology).
  2. Internet connectivity.
  3. Computer / ICT Laboratory.
  4. Smart Classrooms.
  5. Atal Tinkering Lab.
  6. Skill Development Lab.

Academic & Student Development

  1. Well-furnished Library with diverse book collection and digital issue system.
  2. School Innovation Council.
  3. Training participation for Principals and Teachers.
  4. Guidance and Career Counselling services.
  5. Self-defence training for girl students.
  6. Effective use of Teaching and Learning Materials (TLM).

Safety, Sports & Co-curricular Activities

  1. Playground with sports equipment.
  2. BALA features and Jadui Pitara for primary classes.
  3. Issuance of ID cards for students and teachers.
  4. Child tracking system for attendance monitoring.
  5. Active Youth Club and Eco Club for Mission Life initiatives.

Instructions to District Officials

All District Educational Officers (DEOs) and Additional Project Coordinators (APCs) under Samagra Shiksha have been instructed to ensure effective utilization of funds and continuous monitoring to establish all mandated facilities in PM SHRI schools across Andhra Pradesh.
