Clarification on Promotion Relinquishment

Ref: Circular Memo No. 2858301/Ser.D/2025 regarding Amendment to Rule 28 of AP State & Subordinate Service Rules, 1996.

The Government has issued clarifications stating that relinquishment of promotion is confined to that specific panel year only. The key points are:

• Prospective Effect: Members who relinquished promotion (prior or subsequent to G.O. Ms. No. 92) shall be considered for promotion from the 2022-23 panel year onwards, if eligible.
• Once per Year: Relinquishment can be made only once during a panel year. Once relinquished, the member will not be considered again in the same panel year.
• No Post-Joining Relinquishment: Promotion cannot be relinquished after the member has joined the promoted post.

పదోన్నతిని వదులుకోవడం అనేది ఆ ప్యానెల్ సంవత్సరానికి మాత్రమే పరిమితం అని ప్రభుత్వం స్పష్టం చేసింది. ముఖ్య అంశాలు:

• భవిష్యత్ ప్రభావం: G.O. Ms. No. 92 జారీకి ముందు లేదా తరువాత పదోన్నతిని వదులుకున్న ఉద్యోగులను, అర్హత ఉంటే 2022-23 ప్యానెల్ సంవత్సరం నుండి పదోన్నతికి పరిగణిస్తారు.
• సంవత్సరానికి ఒక్కసారే: ఒక ప్యానెల్ సంవత్సరంలో ఒక్కసారి మాత్రమే పదోన్నతిని వదులుకోవచ్చు. ఒకసారి వదులుకుంటే, అదే ప్యానెల్ సంవత్సరంలో మళ్ళీ పరిగణించబడరు.
• చేరిన తర్వాత వీలుకాదు: పదోన్నతి పొందిన పోస్టులో చేరిన తర్వాత, ఆ పదోన్నతిని వదులుకోవడానికి అనుమతి లేదు.
