ORDER:

1. The Director of School Education, in his letter 13th read above has stated that, in the reference 1st read above, Govt. of India has enacted RTE Act, 2009 on 27.08.2009 titled "The Right of Children to Free and Compulsory Education". In accordance with the provision of Sub-Section (1) of section 23 of the RTE Act, National Council for Teacher Education (NCTE), New Delhi in its Principal Notification dated 23rd August, 2010 and amendments issued thereon has laid down minimum qualifications for a person to be eligible for appointment as a Teacher for Classes I to VIII including a pass in Teacher Eligibility Test (TET). Pursuant to the said guidelines, it has been decided to conduct Teacher Eligibility Test (TET) at least once a year for all persons, who aspire to become teachers for classes I to VIII in all schools (Govt. / ZP / MPP / Municipal / Recognized Private Aided and Private Un-Aided etc.,) in the State of Andhra Pradesh.

2. As per para 1 of NCTE guidelines, clearance of TET is mandatory for all those aspiring to be Teachers in Government or Private Management Schools to ensure National Standards and Benchmark of Teacher quality in the recruitment process.

3. As per the Hon'ble Supreme Court of India judgment in Civil Appeal No. 1385/2025, in-service teachers who were recruited prior to the enactment of the RTE Act, who have more than five years of service left before superannuation must qualify in the Teacher Eligibility Test. Hence, such in-service teachers may appear for Teacher Eligibility Test (TET) to acquire requisite qualification in the current position. The Director of School Education, has therefore, requested to issue guidelines to conduct APTET.

4. Government, after careful examination, hereby issue the following Guidelines/ Instructions for conduct of Teacher Eligibility Test (TET) as Computer Based Test (CBT) in supersession of the guidelines issued in the references 4th, 7th to 10th read above.

5. The following guidelines shall be followed for conduct of APTET:-

ELIGIBILITY CRITERIA FOR CANDIDATES FOR APPEARING APTET:

The candidate at the time of applying for APTET shall be having the minimum qualifications prescribed for Paper 1A for Classes I to V, Paper- 1B for Classes I to V (Special Education). Paper-2A for classes VI to VIII and Paper-2B for classes VI to VIII (Special Education) as given below:

Qualifications:

5.1. Minimum Qualifications for paper-1A as per NCTE Norms (Classes I to V in Regular Schools):

The minimum required pass percentage of marks in the prescribed qualifications after 2011 for appearing APTET is as follows:

  1. Intermediate/Senior Secondary (or its equivalent) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and two (2) year Diploma in Elementary Education (by whatever name known)
  2. (or)
    Intermediate/Senior Secondary (or its equivalent) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and four (4) year Bachelor of Elementary Education (B.El.Ed)
  3. (or)
    Intermediate/Senior Secondary (or its equivalent) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and two (2) year Diploma in Education (Special Education)

The minimum required pass percentage of marks in the prescribed qualifications before 2011 for appearing APTET is as follows:

  1. Intermediate/Senior Secondary (or its equivalent) with at least 45% marks, in case of SC/ST/BC/PwBD candidates, the minimum marks shall be 40% marks and two (2) year Diploma in Elementary Education (by whatever name known) in accordance with the Regulations 2002 notified on 13.11.2002 and NCTE (Recognition norms and procedure), 2007 notified on 10-12-2007 issued from time to time in this regard.

5.2. Minimum Qualifications for paper-1 B as per RCI Norms (Classes I to V in Special Education):

  1. Intermediate/Senior Secondary (or its equivalent) with at least 50% marks and Two (2) year D.Ed. Special Education in any of the category of disability
  2. (or)
    One (1) year Diploma in Special Education (DSE) in any of the category of disability.
  3. (or)
    Diploma in Community Based Rehabilitation (DCBR) with six (6) months Certificate Course in Education of Children with Special Needs (CwSN).
  4. (or)
    Post Graduate Diploma in Community Based Rehabilitation (PGDCBR) with six (6) months Certificate Course in Education of Children with Special Needs (CwSN).
  5. (or)
    Diploma in Multi Rehabilitation Worker (MRW) with six (6) months Certificate Course in Education of Children with Special Needs (CwSN).
  6. (or)
    Junior Diploma in Teaching the Deaf.
  7. (or)
    Primary level Teacher Training Course in Visual Impairment.
  8. (or)
    Diploma in Vocational Rehabilitation - Mental Retardation (DVR-MR) / Diploma in Vocational Training and Employment Mental Retardation (DVTE-MR) with Six (6) months Certificate course in Education of Children with Special Needs (CwSN).
  9. (or)
    Diploma in Hearing Language and Speech (DHLS) with six (6) months Certificate course in Education of Children with Special Needs (CwSN).
  10. (or)
    Intermediate/ Senior Secondary passed with any RCI recognized qualification of minimum one (1) year duration and six (6) months Certificate course in Education of Children with Special Needs (CwSN).
  11. (or)
    Any other equivalent qualification approved by RCI.
Note: (For point i to x) In case of SC/ST/BC/PwBD candidates must acquire 45% marks in the basic required qualification.

5.3. Minimum Qualifications for TET Paper- 2A as per NCTE Norms (Classes VI-VIII):

(Mathematics Teachers, Physical Science Teachers, Biological Science Teachers)/(Social Studies Teachers)

The minimum required pass percentage of marks in the prescribed qualifications after 2011 for appearing TET is as follows:

  1. At least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks in Graduation from a recognised University with Bachelor of Education (B.Ed).
  2. (or)
    Four (4) year Bachelor in Elementary Education (B.El.Ed) with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks from a recognised University.
  3. (or)
    Four (4) year integrated B.A./B.Sc. or B.A.Ed / B.Sc.Ed. least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks from a recognised University.
  4. (or)
    Graduation with at least 50% marks, in case of SC/ST/BC/PwBD candidates must acquire 45% marks and one (1) year B.Ed (Special Education)
  5. (or)
    Post-Graduation with a minimum of 55% marks, in case of SC/ST/BC/PwBD candidates must acquire 50% marks or equivalent grade and three (3) year integrated B.Ed-M.Ed.

The minimum required pass percentage of marks in the prescribed qualifications before 2011 for appearing TET is as follows:

  1. Graduation from a recognised University with at least 45% marks, in case of SC/ST/BC/ PWBD candidates, the minimum marks shall be 40% and one (1) year Bachelor of Education in accordance with the NCTE recognition norms and procedure Regulations 2002 notified on 13.11.2002 and NCTE regulations 2007 notified on 10-12-2007 issued from time to time in this regard. Provided that minimum percentage of marks in graduation shall not be applicable to those incumbents who had already taken admission to the Bachelor of Education or Bachelor of Elementary Education or equivalent course prior to the 29th July, 2011.

5.3.1. Language Teachers (Classes VI to VIII):

The minimum required pass percentage of marks in the prescribed qualifications after 2011 for appearing APTET is as follows:

  1. At least 50% marks in Graduation with Language concerned as one of the Optional Subjects (or) Bachelor of Oriental Language (or its equivalent) (or) Graduation in Literature (or) Post Graduation in Language concerned and B.Ed./Language Pandit Training Certificate with Language concerned as one of the Methodologies, in respect of Language Teachers.
Note: In case of SC/ST/BC/PwBD candidates must acquire 45% marks in the basic required qualification.

The minimum required pass percentage of marks in the prescribed qualifications before 2011 for appearing APTET is as follows:

  1. Graduation / Post Graduation from a recognised University with at least 45% marks, in case of SC/ST/BC/ PwBD candidates, the minimum marks shall be 40% and one (1) year Bachelor of Education in accordance with the NCTE recognition norms and procedure Regulations 2002 notified on 13.11.2002 and NCTE regulations 2007 notified on 10-12-2007 issued from time to time in this regard. Provided that minimum percentage of marks in graduation shall not be applicable to those incumbents who had already taken admission to the Bachelor of Education or Bachelor of Elementary Education or equivalent course prior to the 29th July, 2011.

5.4. Minimum Qualifications for APTET Paper- 2B as per RCI Norms (Classes VI-VIII in Special Schools):

  1. At least 50% marks either in Graduation (or) in Post-Graduation with B.Ed.(Special Education)
  2. (or)
    B.Ed.(General) with one (1) year Diploma in Special Education.
  3. (or)
    B.Ed. (General) with two (2) years Diploma in Special Education.
  4. (or)
    B.Ed.(General) with Post Graduate Professional Diploma in Special Education (PGPD).
  5. (or)
    B.Ed. Special Education and Post Graduate Professional Certificate in Special Education (PGPC).
  6. (or)
    PG Diploma in Special Education (Mental Retardation).
  7. (or)
    PG Diploma in Special Education (Multiple Disability: Physical and Neurological).
  8. (or)
    PG Diploma in Special Education (Loco motor Impairment and Cerebral Palsy).
  9. (or)
    Secondary level Teacher Training Course in Visual Impairment.
  10. (or)
    Senior Diploma in Teaching the Deaf.
  11. (or)
    BA.B.Ed. in Visual Impairment.
  12. (or)
    Any other equivalent qualification approved by RCI.
Note: (Point i to xii) In case of SC/ST/BC/PwBD candidates must acquire 45% marks in the basic required qualification.

5.5. Course completion certificates:

    1. Candidates must be qualified for the Paper applied and in possession of all certificates as on the last date prescribed in the notification for submission of application.
    2. The candidates, those who are pursuing/studying final semester of Diploma in Elementary Education (or) D.Ed in Special Education (or) its equivalent, Bachelor of Education (or) B.Ed. in Special Education (or) its equivalent etc., are also eligible to appear for APTET examination, subject to the condition that the candidates cannot appear for Teacher Recruitment Test (TRT) with this APTET certificate, unless the candidates acquire requisite qualifications.
    Note: Mere qualification in APTET shall not confer any right to appear TRT without prescribed qualifications.
  1. A Diploma/ Degree course in Teacher Education recognized by the National Council for Teacher Education (NCTE) only shall be considered. However, in case of Diploma in Education (Special Education) and B.Ed. (Special Education), a course recognized by the Rehabilitation Council of India (RCI) only shall be considered.
  2. Intermediate qualification of Board of Intermediate Education (BIE) of Andhra Pradesh State (or) its equivalent as recognized by Board of Intermediate Education (BIE), Andhra Pradesh State only shall be considered. Graduation/Post Graduation of a University Recognized by UGC only shall be considered.

6. Structure and Content of APTET:

The structure and content of the APTET is as follows:

  • All questions shall be Multiple Choice Questions (MCQs), each carrying one mark, with four alternatives out of which one answer shall be correct. There shall be no negative marking.
  • There shall be Two Papers for the APTET. Paper-1 shall be for a person who intends to be a teacher for Classes I to V, Paper-2 shall be for a person who intends to be a teacher for Classes VI to VIII. Those candidates who have both D.El.Ed and B.Ed qualifications for Paper-1 and Paper-2 intends to be a teacher either for Classes I to V (or) for Classes VI to VIII are eligible to appear for both Papers (Paper-1 and Paper-2).

c) Paper-1 A: For Classes I to V (Regular Schools)

Note:-

  1. The Test items on Child Development and Pedagogy (CDP) shall focus on Nature and Scope of Educational Psychology, Growth and Development of child, Theories of Personality, Individual Differences, Learning, Assessment analysis, Mental Health, Guidance and Counseling etc., relevant to the primary level. The syllabus designed for Child Development and Pedagogy is based on D.El.Ed curriculum of the State of Andhra Pradesh.
  2. How to choose language-I of APTET Paper-1A & 1B: The following languages are offered under First Language in the Schools under the State Syllabus viz., Telugu, Urdu, Hindi, Kannada, Tamil and Odiya. A candidate has to choose one of these six (6) languages under Language-I for APTET, those candidates shall have compulsorily studied that language either as medium of study or as First Language (or its equivalent) up to class X (or) as Second Language in Intermediate or concerned language as a subject at Graduation level and methodology in D.El.Ed is eligible for Paper-1A/1B in concerned medium.
  3. English is compulsory language for all candidates as Language-II.
  4. No candidate is allowed to opt English as optional Language as Language-I.

Note:

  • A candidate who studied Class VI to X, in Telugu / English medium with Telugu as first language and D.El.Ed in Telugu / English medium with Telugu methodology is eligible for Paper-1A/1B Telugu. Hence the candidate shall choose Telugu under Language-I of APTET Paper 1A or 1B or both.
  • A candidate who studied Class VI to X in Urdu/Kannada/Odiya/Tamil/English/Telugu medium with Urdu/Kannada/Odiya/Tamil as first Language and D.El.Ed in Urdu/Kannada/Odiya/Tamil/English/Telugu medium with Urdu/Kannada/Odiya/Tamil methodology is eligible for Urdu/Kannada/Odiya/Tamil medium Teacher Post. Hence candidate shall choose Urdu/Kannada/Odiya/Tamil language under Language-I of APTET Paper 1A or 1B or both, then the total question paper shall be in Urdu/Kannada/Odiya/Tamil followed by English.
  • Candidate who studied Telugu/ English medium with Urdu as first language from class VI to X, and studied D.El.Ed course in Telugu/ English medium with Telugu methodology shall choose only Telugu Language under Language-I of APTET Paper 1A or 1B or both, then the total question paper shall be Telugu followed by English. This candidate is only eligible for Paper-1A/1B Telugu not for Paper-1A/1B Urdu. The same is applicable for other minor languages also.
  • A candidate who studied Urdu as second Language in Intermediate and D.El.Ed with Urdu methodology is eligible for Paper-IA/IB Urdu. Hence the candidate shall choose Urdu under Language-I of APTET Paper 1A or 1B or both. Then the total question papers shall be in Urdu followed by English. The same is applicable for other minor languages also.
  1. The syllabus for Language-I and Language-II prepared in order to test the Proficiency in the language, Elements of language, communication and comprehension abilities for 30 MCQs under Language- I and Language II. 24 MCQs on content and 6 MCQs on Pedagogy of that Language.
  2. The syllabus for Mathematics & Environmental Studies is designed on the basis of topics of Classes III to VIII. The difficulty standard as well as linkages of content/topics could be up to Secondary Stage (up to Class X) for testing. The Test Items in Mathematics and Environmental Studies shall contain 30 Multiple Choice Questions (MCQs) each, both on Content and Pedagogy. In Mathematics, 24 MCQs on Content and 6 MCQs on Pedagogy. Similarly, in Environmental Studies 24 MCQs on Content and 6 MCQs on Pedagogy.
  3. The detailed syllabus for all subjects shall be designed by the SCERT (State Academic Authority) and the same shall be issued along with the Notification. Candidates are informed to follow present (Academic Year 2025-2026) State Syllabus Textbooks of Class III to X. The candidates have to follow 2014 to 2025 editions of D.Ed / D.El.Ed Telugu Academy textbooks and 2019 editions of SCERT D.El.Ed textbooks.
Note: Syllabus from Classes III to VIII and standards linkage up to class X level. Questions shall be tested on critical thinking, creative thinking, and analytical thinking abilities of the candidates.

e) Paper-2A: For Classes VI to VIII (Regular Schools)

Duration of examination: 2 hours and 30 minutes

Note:-

  1. The Test items on Child Development and Pedagogy (CDP) focus on Nature and scope of Educational Psychology, Growth and Development of child, Theories of Personality, Individual Differences, Learning, Assessment and its analysis, Mental Health, Guidance and Counseling etc., relevant to the Secondary level. The syllabus designed for Child Development and Pedagogy is based on B.Ed curriculum of the State of Andhra Pradesh.
  2. How to choose Language I of APTET Paper- 2A and Paper-2B: The following languages are offered under First Language in Secondary Schools under the State Syllabus viz., Telugu, Urdu, Hindi, Kannada, Tamil, Odiya and Sanskrit. Candidate has to choose one of these seven (7) languages under Language-I (Optional) of APTET Paper-2A or Paper-2B or both. Those candidates shall have compulsorily studied that Language either as medium of study or First Language (or its equivalent) up to class X (or) second language in Intermediate or concerned language as a subject at Graduation level are eligible for Paper-2A/2B in concerned medium.
  3. English is compulsory language for all candidates as Language-II.
  4. No candidate is allowed to opt English as optional Language as Language -I.
  5. The syllabus for Language I & II for Paper-2A and Paper-2B shall be based on proficiency in the Language, Elements of Language, Communication and Comprehension abilities. Standard of test items are from VI to Senior Secondary Level (Intermediate) 12th Class level.
  6. 30 MCQs for Language -I and 30 MCQs for Language- II.
  7. The syllabus for APTET of concerned Paper-2A and Paper-2B are based on topics of Classes VI to X. The difficulty level and standard of questions as well as their linkages could be up to Senior Secondary (Intermediate) Level (12th class). Candidates shall follow present (2025-26) State Syllabus Textbooks of Class VI to X. The candidates shall follow 2014 to 2025 editions of D.Ed / D.El.Ed / B.Ed Telugu Academy Text books and 2019 editions of D.El.Ed - SCERT Textbooks.
Note: Syllabus from Classes VI to X and standards linkage up to Intermediate level. Questions shall be tested on critical thinking, creative thinking, and analytical thinking abilities of the candidates.

g) Syllabus:

Detailed syllabus for Paper-1A and Paper-1B, Paper-2A and Paper-2B for each subject shall be notified on official website http://cse.ap.gov.in

7. Medium of Question Paper:

The Question Paper shall be bilingual (i.e.) English followed by the Language-I chosen by the candidates.

Note: For the candidates choosing Sanskrit in Paper 2A, Child Development and Pedagogy (CDP) is in Telugu followed by Sanskrit. Language-II in English (compulsory). Language -I and the remaining part of the question paper shall be in Sanskrit.

8. Pass Criteria of APTET:

Results shall be declared as per the schedule notified. The criteria for considering pass in APTET are as follows: (Total Marks-150)

Community Pass Percentage Pass Marks
i) OC/EWS 60% and above 90 Marks and above
ii) BC 50% and above 75 Marks and above
iii) SC/ ST/ PwBD & Ex-Servicemen 40% and above 60 Marks and above

Note:

  1. Differently abled (Visually, Orthopedically, Hearing Impaired and Autism) candidates with at least 40% of disability shall be considered as disabled except Hearing Impairment. Hearing Impairment means (a) Deaf means person having 70 DB hearing loss in speech frequencies in both ears (b) Hard of Hearing means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears (GO.MS.No:36, Dept. for Woman, Children, Differently Abled & Senior citizens (Prog.ii), Dt: 23-08-2023).
Note: The Medical certificate submitted by the candidate for appearing APTET Examination under that particular category will not confer any right to the individual for accepting the same for further Recruitment Test. The onus will lie upon the candidate to produce the certificate validated by the Medical Board at the time of Recruitment.
  1. The Certificate shall contain the Name and Address of the Candidate, Registration No., Year/ Month of Award of Certificate, Marks obtained in each Paper, Class level of its validity (Class I to V (or) Class VI to VIII) and in case of Classes VI to VIII, the Subject Area (Languages/ Mathematics, Physical Science, Biological Science/ Social Studies) etc. The Certificate may be electronically generated with adequate security features to avoid any kind of malpractice.
  2. The Joint Director, TET and Member Convener, Andhra Pradesh shall issue Memo/ Pass Certificate in Digital Format to the candidates. Certificates shall also be made available in Digi Locker from publishing of APTET results.

9. APTET-Applicability:

The APTET shall apply to all the schools referred to in Clause (n) of Section 2 of the RTE Act. However, a school referred to in Sub-Clause (iv) of Clause (n) of Section 2 of the RTE Act, may exercise the option of considering either the TET conducted by the Central Government or the APTET. Teachers working in Private Schools whose appointments were not approved by the competent authority, are not exempted from passing TET. Such teachers of Private Unaided Schools shall appear for TET conducted by either the State Government or Central Government. In respect of non-approved teachers working in Private Aided Schools, they shall invariably appear for TET conducted by the State Government only.

9.1: TET for in-service Teachers:

As per the judgment of the Hon'ble Supreme Court of India in Civil Appeal No. 1385/2025, in-service teachers who were recruited prior to the enactment of the RTE Act, and having more than five years of service to retire on superannuation, as on 01.09.2025 i.e., the date of the above orders of the Hon'ble Supreme Court in Civil Appeal No. 1385/2025, must qualify the TET. The existing Secondary Grade Teachers (SGTs) and School Assistants (SAs) who do not have a TET qualification may appear for Paper 1A/1B and 2A/2B, in their concerned subject. (Eligibility criteria for appearing APTET as detailed at Rule-5.1, 5.2, 5.3, 5.4, is exempted for all in-service teachers serving in all Government and Private Aided Institutions).

9.2: TET for Languages and Social Studies candidates:

Before 2017, there was a common paper for SA (Languages) and SA (Social Studies). From the 2017 TET onwards, separate examinations have been conducted for Languages and Social Studies subjects. Hence, candidates who qualified in the combined TET previously may appear for separate paper and qualify in the concerned paper only.

10. Weightage to TET scores for selection of Teacher Recruitment in Andhra Pradesh:

A 20% Weightage to TET scores shall be provided in the Teacher Recruitment of the State Government, balance 80% weightage shall be given for Written Test in Teacher Recruitment Test (TRT) based on which selection lists shall be prepared. However, qualifying in the TET only would not confer a right on any person for recruitment/ employment as it is only one of the eligibility criteria for teacher appointment.

11. Certificate Validity Period/ Marks Memo:

The Marks Memo/Certificate of APTET shall be made available on APTET website only. There is no restriction on the number of attempts and a person can attend any number of times for acquiring APTET Certificate. A person who has qualified APTET may also appear again for improving his/her score. The APTET certificate shall be valid for life time in accordance with NCTE guidelines dated: 09.06.2021 as amended by the Government in G.O.Ms.No.69, School Education (Exams) Dept., Dated: 25.10.2021. The validity of APTET qualifying certificate acquired prior to 09.06.2021 shall also valid for life time as per G.O.Ms.No.69, Dated: 25.10.2021.

Note: The APTET certificate shall remain valid for life time unless otherwise modified by future NCTE guidelines.

12. CONSTITUTION OF TET COMMITTEE:

A TET Committee shall be constituted with the following composition for smooth conduct of APTET:

1. Commissioner/ Director of School Education, Andhra Pradesh Chairman
2. Joint Director (TET), Office of the Director/Commissioner of School Education, Andhra Pradesh Member-Convener
3. Director, SCERT, Andhra Pradesh Member
4. Director, Government Examinations, Andhra Pradesh Member
5. Additional Director (Services)/Joint Director (Services), Office of the Director/Commissioner of School Education, Andhra Pradesh. Member

The Committee is empowered to take decisions on the Schedule for conduct of APTET with calendar of activities, logistics for conduct of APTET, issue of Notification, prescribing of qualifications and qualifying criteria etc., issues that arise on conduct of APTET and is responsible for the overall supervision of the conduct of APTET.

13. CREATION OF TET CELL:-

A TET Cell shall be created with the following staff to maintain and conduct the APTET in accordance with the decisions taken by the TET Committee.

  1. The Joint Director and Convener TET, Office of the Director/Commissioner of School Education, Andhra Pradesh.
  2. Deputy Commissioner / Deputy Director - One (On deputation)
  3. Assistant Commissioner/Assistant Director - One (On deputation)
  4. Superintendent - One (on deputation)
  5. Outsourcing Staff: Data Processing Officer - One, Data Entry Operators - Two, Office Subordinates - Two
  • A separate account shall be opened for the purpose of depositing the examination fee paid by the candidates in TET Funds and the Accounts shall be audited every year by a Chartered Accountant.
  • The Committee is authorized to conduct TET in an effective manner assisted by field functionaries viz. RJDSES, DEOs, etc. He/ She shall take up pre and post examination activities scrupulously as per the Guidelines and Schedule for every TET decided by the TET Committee. The Committee shall formulate a detailed procedure and lay down instructions for conducting TET. The DEO shall be the officer responsible to conduct TET in the Districts under the overall supervision of the District Collectors.
  • The maintenance of records like examination material, non-examination material shall be up to 6 months from the date of TET, except where legal cases are involved.

14. NO ADDITIONAL FINANCIAL COMMITTEMENT TO GOVERNMENT:

There shall be no additional financial commitment to Government on account of conduct of APTET. Salaries for TET Cell staff, maintenance of TET Cell, honorarium to persons involved in conduct of APTET, conveyance, processing of results, office expenditure, legal expenditure and other miscellaneous expenditure etc., shall be met from TET funds only.

15. FREQUENCY OF CONDUCT OF APTET:

APTET shall be conducted at least once a year. There shall be no restriction on the number of attempts a person can take for acquiring the TET Certificate.

16. PROCESS FOR CONDUCT OF COMPUTER BASED TEST (CBT):

In order to bring in utmost transparency and accuracy in the conduct of examinations, it is decided to conduct APTET examination in Computer Based Test (CBT) mode. The Computer Based Test involves registration of candidates and application processing, identification of Test centres, Test centres management, generation of hall tickets, awareness to the Candidate about CBT by means of conduct of mock tests. The examination management includes digitalization and secured transfer of the question paper to the Test centres, conduct of test, processing of scores and generation of score cards as per the Government Orders.

(a) PROCESS INVOLVED IN COMPUTER BASED TEST (CBT):

  1. The agency identified by the Commissioner / Director of School Education shall design, develop and host the web based secured application form for Department and accept applications.
  2. Integration with Payment Gateway for online fee payment.
  3. Test Centres should be identified by the agency and must meet rigorous compliance requirements. The Test centres should also be completely secured & sanitized to prevent any malpractices.
  4. Standard Test centres used for prestigious nationwide competitive exams like IIT JEE Main, IIT GATE, IIM CAT, RRB, IBPS, etc., should be utilized for APTET Examination.
  5. The Computer Based Test shall be conducted in all the districts. A candidate shall appear for the Written Test (Computer Based Test) in the district in which he/she seeks (or) in adjacent districts within the State (or) adjacent district of neighbouring States as far as possible.
  6. The Commissioner / Director of School Education shall issue detailed instructions to ensure proper conduct of APTET.
  7. The candidates who are found copying or resorting to other means of malpractice, shall be expelled from the examination hall apart from being debarred from appearing for the examinations conducted by the Department for three consecutive examinations, besides taking action as per the Andhra Pradesh Public Examination (Prevention of Malpractices and Unfair means) Act, 1997 (No. 25 of 1997).
  8. Disciplinary action shall be initiated against such staff who are found negligent in the discharge of their duties and an entry shall be made accordingly in the Service Register of the concerned staff, besides taking action as per the Andhra Pradesh Public Examination (Prevention of Malpractices and unfair means) Act, 1997 (No. 25 of1997).
  9. The Computer Based Test (CBT) shall be in English followed by the medium opted by the candidate.
  10. One Gazetted Officer of School Education Department (MEO/Gazetted Head Master/Deputy DEO) may be drafted as Departmental Officer for the Test centres to assist the Technical persons.

(b) CONSTITUTION OF EXAMINATION CENTRES FOR APTET:

  1. The identification of Examination centers and confirmation of Examination centers is the sole responsibility of the Agency which is entrusted to conduct A.P. Teacher Eligibility Test (APTET) as Computer Based Test.
  2. Each Centre should be equipped with good accommodation, furniture and computer infrastructure. Each Centre shall have a capacity to accommodate 300-500 candidates in a single session.
  3. The Centers in the District shall be identified preferably in District Head Quarters, Municipalities, Revenue division and Mandals.
  4. Where required, based on number of applicants, particular category of post and subject, centers may be identified in the adjacent district of neighbouring States.
  5. Institutions having spacious and sufficient number of rooms and computer infrastructure are to be constituted as Examination centers. Institutions proposed to be constituted as Examination centers shall be inspected by District Educational Officer of the concerned District personally. The number of rooms available in each center and number of candidates to be accommodated in each room, shall be ascertained before allotting the candidates to any of the Examination Centers.

17. The Government shall have powers to make Rules, issue clarifications and Guidelines which may arise in regard to the implementation of these Guidelines.

18. NORMALIZATION:

The following standard Normalization procedure/Technique will be adopted for APTET.

Normalization Formula

Normalization mark of $j^{th}$ Candidate in $i^{th}$ Shift $\hat{M}ij$ is given by:

$\overline{M}_{l}^{g}=$ is the average marks of the top 0.1% of the candidates considering all shifts (number of candidates will be rounded - up)

$M_{q}^{g}=$ is the sum of mean and standard deviation marks of the candidates in the examination considering all shifts

$\overline{M}_{u}=$ is the average marks of the top 0.1% of the candidates in the $i^{th}$ shift (number of candidates will be rounded up)

$M_{iq}=$ is the sum of the mean marks and standard deviation of the $i^{th}$ shift

$M_{ij}=$ is the actual marks obtained by the $j^{th}$ Candidate in the $i^{th}$ Shift

$M_{q}^{gm}=$ is the sum of mean marks of Candidates in the Shift having maximum mean and standard deviation of marks of candidates in the examination considering all

Note: Calculation of marks will be up to 5 decimal places.

19. OBJECTIONS ON KEY:

  • The Subject expert committee constituted by SCERT (The State Academic Authority) is the final authority to redress the objections on the initial key.
  • No objections shall be entertained on the final key.

20. LEGAL DISPUTES:

All legal disputes with regard to the conduct of TET shall be subject to the Jurisdiction of the Courts located in the State of Andhra Pradesh only.

21. The Director of School Education, Andhra Pradesh, shall take further necessary action accordingly, in the matter.
