Vide reference 3rd cited you are aware that the Government have taken a decision to switch over to New Pension Scheme w.e.f 01.09.2004 for those employees who are recruited on or after 01.09.2004. As a part of the process, the Director of Treasuries & Accounts has entered into agreements with Pension Fund Regulatory and Development Authority (PFRDA), National Securities Depository Limited(NSDL), New Pension Scheme(NPS)Trust etc.,and the Treasury Officers have been registered with M/S. NSDL. Later, all the Drawing & Disbursing Officers have been registered with the M/S. NSDL. Now all individual subscribers (Employees) who come under New Pension Scheme have to be registered. Soon after the individual subscribers are registered with M/S. NSDL, the Employee as well as the Employer contributions have to be transmitted to the designated agencies.

In the reference 1st cited, detailed step-wise instructions have been issued to all the DDOs in the State for taking up Subscriber’s registrations for which a time limit was also specified as 31.12.2009 to complete the entire process.
Since many DDOs have not yet completed subscriber’s registration, the Govt. have further extended the time limit to complete the registration process up to 28.02.2010 vide reference 2nd cited. However, so far only 6,000 employees out of 70,000 employees have registered and have obtained Registered numbers from M/S. NSDL.
In this connection, I am to inform that unless the entire process of employees registrations is completed the transfer of accumulated funds from Government account to the Fund managers can not be taken up. It may also be noted that these funds remain idle in the Government accounts without yielding any returns but interest has to be paid to employees by the Government. Therefore, the registration of employees has to be completed on a War footing by the DDOs.




It is also to be informed that, there is backlog data to be prepared and furnished to the Treasury about the past recoveries effected by the DDOs out of the Salaries of the concerned employees. This shall be for the period from the date of appointment of the employee up to 01.04.2010. The proforma, in which the information has to be furnished is enclosed to this letter. The DDOs shall furnish accurate information and they shall be responsible for any errors.
I  request  you  to  instruct  all  the  DDOs  under your control to expedite and complete the work by 31.03.2010.
